Western Cape MEC of Cultural Affairs and Sport Whitey Jacobs shares the vision of the Department.
In line with the strategic imperatives of the Western Cape Provincial Government, the Department of Cultural Affairs and Sport has the mandate to ensure that our programmes are optimally utilised as a vehicle to unite our people and become a powerful tool to drive our vision of creating a Western Cape as a ‘Home for All’.
A key challenge to achieve this is the enormous task to deal with the vast disparities between our communities. In the context of the Department, the vast differences in sports and cultural facilities in different geographical areas or communities must be addressed as a priority over the next three years. The Department seeks to progressively redress the disparities and the backlog in facilities provisioning and ensure that new and/or upgraded facilities for marginalized communities are of high quality and an acceptable standard to level the
playing fields and increase access to sport and recreation to all sectors of the society.
The programmes of the Department deal with the impact we are making to reduce crime and fight youth decadence and contribute to the fight against HIV/ Aids. This we do through increased mass participation in culture and sport programmes, and also by the provision of annual funding to different beneficiaries and organisations.
We will also adopt a people-centred approach to governance as a mechanism to ensure that we indeed live true to our promise of a contract to fight poverty and create jobs.
We use the library service especially in rural areas as a resource centre for anyone who wants to be an entrepreneur.
Through our cultural programmes, the Department plays a central role to ensure that we develop artists and performers that can go on to become role models to our youth and be prosperous. The language unit contributes towards ensuring that
government institutions in particular actively promote the usage of all three official languages of the province to restore dignity of previously marginalised languages in the true spirit of the Home for All vision.
Also, it is through accelerated transformation of arts, culture and sport that the Western Cape can truly develop from being a home for some and a hell for others, into a home for all.
We further contribute towards economic growth through our investment and contribution to cultural festivals and major sporting events. These events market our province as a major sport and culture destination, leading to greater opportunities for job creation, skills development, and investment. The promotion of our province through these major events creates opportunities in tourism and also stimulates the hospitality sector.
